Bartlett Announces 6-Month Moratorium on Licenses for Tourism Entities

Jamaica Tourism Minister Hon. Edmund Bartlett has announced that his Ministry will be offering a 6-month moratorium on licenses and fees that are to be paid by tourism entities.

Minister Bartlett made this announcement earlier today during a digital press briefing hosted by his Ministry to update stakeholders.

According to the Minister,  the categories of entities that are set to benefit include: resort cottages, apartments, guest houses, villas, home stays, car rentals, bike rentals, water sports, domestic tours, contract carriage, craft traders, Ministry approved places of interests and various other categories that have to go to the Jamaica Tourist Board and the Tourism Product Development Company for licenses.

“The accumulative revenue that we forego for that six-month period, which will end in September of the year, will be J$9.7 million. This will give you some level of reprieve and hopefully help with the cash-flow situation for a number of our partners,” said Minister Bartlett.

This 6-month moratorium will be reviewed depending on the length of time it takes for the country to recover from the economic impact of the COVID-19 pandemic.

During the briefing the Minister also announced that Professor the Hon. Gordon Shirley, President and CEO of the Port Authority of Jamaica, has agreed to chair a cruise recovery program for COVID-19.

“The panel that we have established is a very eminent one, which includes some of the best minds in the cruise sector and we are hoping to have them begin to work, as early as next Monday [April 20]. This will allow us to start putting protocols in place and begin engaging with our partners, to get that sector back on track as quickly as possible,” said Minister Bartlett.  

Minister Bartlett also provided an update on the Tourism Recovery Task Force, which was first announced during a digital media briefing on April 9.

“We will be working on a hard 2-week drive, to get the framework of the recovery ready, for first discussion with a major international company. This company will be working with us to develop the technical aspect of the plan.

We are going to be taking that plan to our partners… We want to create a new tourism after COVID-19 because we recognize the changes that are going to take place,” said the Minister.

The task force will consist of two layers of partners whose mandate is to, among other things, provide a recovery and growth stimulation framework for the sector.

It was created to establish a realistic view of the sector’s baseline or starting position; develop scenarios for multiple versions of the future; establish the strategic posture for the sector as well as a broad direction of the journey back to growth; establish actions and strategic imperatives that will be reflected across various scenarios; and establish trigger points to tackle action, which includes a planned vision in a world that is learning to evolve rapidly.

The Bahamas Celebrates Highest Visitor Arrival Numbers in History

The Bahamas Ministry of Tourism & Aviation has exceeded a record-breaking seven million visitors in 2019. The Ministry attributes this historic success to data-driven, agile marketing, authentic storytelling, and aggressive PR, sales and airlift strategies. While the impacts of Hurricane Dorian are still felt, the hard work and dedication of Ministry partners have ensured that The Bahamas is still rockin’.

“It is with great pride and pleasure that I report The Bahamas’ strongest tourism numbers in history,” said Minister of Tourism & Aviation, Dionisio D’Aguilar. “We look forward to building upon the success of our marketing efforts and continuing the momentum in 2020 as we show the world that The Bahamas continues to be Open For Business and has so much to offer visitors.”

“This tremendous achievement would not have been possible without the hard work and dedication of the team behind the scenes at the Ministry of Tourism as well as our industry and agency partners,” said Director General, Joy Jibrilu.

RECORD ARRIVALS

The impact of Hurricane Dorian has not slowed The Bahamas’ tourism growth. Since 2009, the islands have continuously seen a steady increase in air and sea arrivals with an impressive 52% increase in just 10 years.

According to the Department of Immigration, Port Authority and Customs, 2019 was a record-breaking year for The Bahamas, with the highest number of arrivals by air and sea recorded in the country’s history. By the end of 2019, foreign air and sea arrivals had totaled more than 7.2 million, a 9.0% increase from 2018. Stopover visitors alone were the highest in recorded history at 1.78 million with American visitors accounting for 1.45 million.

AIRLIFT INCREASE

The Islands Of The Bahamas expect to see this trend of increasing arrivals by air continue as major airlines, including United Airlines, British Airways and Delta Airlines have increased their airlift to Nassau in 2020.

United Airlines has added Saturday-only non-stop service from Denver to Nassau. The service begins March 7, 2020 in time for the peak spring travel season and continues through August 15, 2020. Beginning March 29, 2020, British Airways will operate non-stop service between London Heathrow and Nassau every Tuesday. British Airways will now offer non-stop service between London and Nassau Mondays, Tuesdays, Thursdays, Fridays and Saturdays. Delta Airlines has also expanded its airlift to Nassau this winter. Beginning December 21, 2019, the airline introduced daily nonstop flights from Boston Logan Airport to Nassau’s Lynden Pindling International Airport. Flights will run through April 30, 2020.

Despite the trying hurricane season, The Islands continue to be a leader in Caribbean travel.

Bahamian Islands Recognized in Travel + Leisure’s World’s Best Awards – The Exumas, Harbour Island and The Abacos were named some of the top islands in the Caribbean, Bermuda and The Bahamas in Travel + Leisure’s 2019 World’s Best Awards. The World’s Best Awards are among the most prestigious in the travel industry and are selected by the publication’s readers.

Caribbean Journal’s Travelers’ Choice Awards – Nassau / Paradise Island were recognized in two categories of Caribbean Journal’s Travelers’ Choice Awards. The Graycliff Hotel & Restaurant was named the Best Restaurant in the Caribbean while Nassau / Paradise Island was voted the Best Golf Destination. The Travelers’ Choice Awards celebrate the best in Caribbean travel as chosen by thousands of Caribbean Journal subscribers.

CHTA’s Caribbean Hospitality Industry Exchange Forum Awards – The Islands Of The Bahamas took top honors at Caribbean Hotel and Tourism Association’s annual CHIEF Awards. Small Hope Bay Lodge in Andros placed first in the Environmental Sustainability category for its solar power initiatives. Valentines Resort & Marina on Harbour Island placed first in the Sales and Marketing award category through its social media and email marketing efforts. Nassau Airport Development Company placed second in the Business Operations category for its new operation procedures to improve passenger experience.

Set to the lyrics of Kravitz’s hit song Fly Away, the television commercial and supporting marketing campaign capture his deep personal connection to The Bahamas, as well as the pure adrenaline rush of exploring the archipelago’s 100,000 square miles by boat and plane. Behind-the-scenes video follows Kravitz around his home base of Eleuthera, where he records music and embraces island time.

Miss Nigeria and Miss India to Visit Jamaica in March 2020

Jamaica Tourism Minister, Hon. Edmund Bartlett has announced that Miss World finalists from Nigeria and India have accepted the Government’s invitation to visit Jamaica, following their enthusiastic display of support for the crowning of Jamaica’s Toni-Ann Singh, as Miss World 2019.

The Minister made the announcement during a lunch, hosted for Singh and her family on Saturday, at the Jamaica Pegasus Hotel, in Kingston.

“I am very pleased to share that Miss Nigeria, Nyekachi Douglas and Miss India, Suman Rao, will come to Jamaica….the time we are looking at is the first week of March, 2020. We are very excited to welcome them to the island and show them our warm Jamaican hospitality,” said the Minister.

The Minister first announced that the Government of Jamaica would be extending invitations to the contestants during his remarks at the second annual Golden Tourism Day Awards, held at the Montego Bay Convention Centre on December 15, 2019.

Speaking at the ceremony, the Minister noted that the Government would make the necessary arrangements to host the beauty contestants, and will ensure that they “have the best vacation that they could hope for, in the best destination that they could ever think of, and to also make sure that Jamaica remains top of mind.”

The Golden Tourism Day Awards was organized by the Jamaica Tourist Board (JTB) and the Ministry of Tourism. The gala event recognizes Tourism workers who have given 50 years or more of service to the industry.

Some 34 awardees who have served the industry as raft captains, craft traders, ground transportation operators, hoteliers, in-bond store operators, tour operators and Red Cap Porters were lauded for their remarkable contribution.

Minister Bartlett to conclude discussions for establishment of first Satellite Center in Kenya

Jamaica’s Tourism Minister, Hon Edmund Bartlett is currently in Kenya to conclude discussions for the establishment of the first Satellite Center for the Global Tourism Resilience and Crisis Management Center (GTRCMC), at the Kenyatta University.

Speaking at a meeting earlier today with Kenyan officials, at the offices of Minister of Tourism and Wildlife of Kenya, Hon Najib Balala, Minister Bartlett said, “I am very excited that we are very close to opening the first satellite center for the Global Tourism Resilience and Crisis Management Center in Kenya. We will head to Kathmandu in Nepal on January 1 to launch the second one. There are also a number of others, which will be launched in 2020.”

The Satellite Center will focus on regional issues and will share information in Nano time with the Global Tourism Resilience and Crisis Management Center. It will then function as a think tank to develop possible solutions.

The Kenyatta University will collaborate with The University of the West Indies, and by extension the Global Tourism Resilience and Crisis Management Center — that is tasked with assessing, forecasting, mitigating and managing risks related to tourism resilience, caused by various disruptive factors.

The universities are then expected to sign an MOU, which includes the facilitation of a strategic partnership as it relates to Research and Development; Policy Advocacy and Communication Management; Program/Project Design and Management and Training and Capacity Building.

Minister Balala expressed excitement at the opportunity to collaborate with the GTRCMC, located in Jamaica, as he believes the agreement will be mutually beneficial to both nations.

He also shared that he would, “hold the University’s hand and try to find ways on how we can resolve these issues – from funding but also implementation. They are beyond the tragedies; some of them are beneficial to us, not just as a country but also as a Ministry.”

Executive Director of the GTRCMC, Professor Lloyd Waller added that, “The establishment of satellite Centers will help to create a type of global think tank connected through digital technologies which will be able to share information, collaborate and resolve critical issues through a network of global experts.”

Minister Bartlett will later have bilateral talks with Minister Balala, who is Chair of the UNWTO Executive Council in his capacity as Chair of the Commission of the Americas regarding the Global Summit on Innovation Resilience and Crisis Management scheduled to be hosted by Jamaica on May 21-23, 2020. Jamaica will also host the 65th Regional meeting of the Americas.

The Minister is also in Kenya on official duties with Prime Minister Holness and other government officials. In this capacity, he will attend the he 9th ACP Summit of Heads of State and Government, along with the Prime Minister Holness and Foreign Affairs Minister, Hon Kamina Johnson Smith.

The summit will look into ways of reducing, preventing and overcoming terrorism and insecurity to enhance development while also taking into consideration socioeconomic and cultural issues.

He will also meet with a group of private sector investors interested in Jamaica’s tourism product at a formal dinner hosted by Minister Balala on Tuesday night in Nairobi.

Minister Bartlett: Tourism Working Group report to help shape new architecture for subsectors

Jamaica’s Tourism Minister, Hon. Edmund Bartlett has announced that findings from the just concluded Tourism Working Group (TWG) report are ready and will be used to help shape a new architecture for the tourism subsectors.

The Tourism Working Group, established in July 2018 and lead by PricewaterhouseCoopers Senior Executive, Wilfred Baghaloo, was set up to review a range of issues within the sector including the Economic Partnership Agreements (EPA), work permits, ground transportation and entertainment, among others.

The intent of the report is to suggest the way forward for the industry and provide a series of recommendations for strong legislative and policy reforms.

Minister Bartlett, who made the announcement yesterday at a TWG meeting said, “We recognize that global changes in the industry have impacted the business arrangements for some of our indigenous players in various subsectors. The report has highlighted the need for us to retro fit and re-examine our own processes and see how our practices and models are faring against the new disruptive business models.”

The report includes over fifty (50) recommendations that can assist in informing national policies to build stronger partnerships and support for Jamaican businesses.

“Since we established the TWG, there has been several key meetings with foreign and local stakeholders as well as research on other tourism destinations to understand their policy framework.

This is with a view to creating a new architecture that will help build capacity for our suppliers to compete more effectively in an ever changing industry so they can do more and earn more,” added Minister Bartlett.

Co-Chairman of the TWG, Wilfred Baghaloo anticipates that “The next phase of the project will involve consultations among the various ministries and enactment of policies at the local level. Thereafter, there may be meetings with international representatives to discuss the way forward.”

The Minister noted that the findings would be reviewed thoroughly and a number of consultations would take place with relevant stakeholders before the findings are released to the public and any action is taken.

“We are happy that you were able to apply the level of rigour to the investigations which have now concluded with this document. We are excited to peruse it and look carefully on how we can apply some of the recommendations that you have made. We need to have further discussions with stakeholders, because we recognise that it is not going to be a one-glove fit all situation, but we certainly want to fit it right so that we protect the local sector, which is critical to us,” said Minister Bartlett.

He expressed gratitude to the team, which is chaired by Tourism Linkages Council head and Hotelier, Adam Stewart. As well as members such as: Prominent Business leaders, Michael McMorris and Godfrey Dyer; Jamaica Hotel and Tourist Association (JHTA), President, Omar Robinson and Senior Executive, Nicola Madden-Greig; President of the Jamaica Cooperative Automobile and Limousine Services (JCAL), Brian Thelwell.

Other members include: Jamaica Vacations, Chairman, Bert Wright; National Craft Traders and Producers Association, President, Melody Haughton-Adams; Tourism Product Development Company (TPDCo), Executive Director, Dr. Andrew Spencer and representatives from the Ministry of Culture, Gender, Entertainment and Sport; Ministry of Labour and Social Security; Passport, Immigration and Citizenship Agency (PICA) and the Ministry of Tourism.

The Bahamas Ministry of Tourism and Aviation hosts top-tier media and influencers post-Hurricane Dorian

Nearly 20 Leading Journalists and Social Media Influencers Attend Familiarization Trips to Tell The Bahamas’ Open For Business Story

In the months following Hurricane Dorian, The Bahamas Ministry of Tourism and Aviation (BMOTA) has mobilized and set up a steady stream of group and individual familiarization trips to continue telling the world that The Bahamas is “Open For Business.” From November 2019 into the New Year, top-tier media and social influencers are coming to The Islands Of The Bahamas to discover the country’s culture, cuisine and communities and help spread the message that most of the islands are welcoming visitors.

The trips will drive positive and educational coverage of the destination, in print, online and social media, during the critical travel-booking season.

“With more than 700 islands and cays, there is so much to discover in The Bahamas,” said Mrs. Joy Jibrilu, Director General at The Bahamas Ministry of Tourism and Aviation. “Hosting influential media and storytellers to deliver our ’Open For Business’ message in a way that resonates with their readers and followers is a key part of our multi-phased post-hurricane campaign. The coverage we receive from these visits will be crucial in inspiring travel to our country, speaking to all the important reasons why now is the time to visit.”

In November, the BMOTA hosted its first group press trip following Hurricane Dorian. Top-tier travel and lifestyle journalists, contributing to Delta Sky, the Daily Beast, TravelPulse, Travel + Leisure, Condé Nast Traveler and others, visited Nassau Paradise Island, Eleuthera and Harbour Island to discover the ease of island hopping in The Bahamas and get a first-hand account of the Bahamian people’s resilience despite the devastating hurricane season. Stories will not only highlight BMOTA’s “Open For Business” messaging, but will position the islands as must-visit travel destinations this season and beyond.

The BMOTA also hosted South Florida travel and lifestyle influencer, The Style Bungalow, in Harbour Island, in November. She experienced the quiet island lifestyle while also visiting some of the world’s most Instagram-worthy spots, including The Pink Sands Beach, the pastel-hued homes, Bahama House and much more. The Style Bungalow shared that The Bahamas is “Open For Business” with her 211K+ Instagram followers and highlighted the quick flight from Florida as another reason why everyone, including Floridians, should visit.

The Ministry is working diligently to keep this momentum of top-tier media and influencers visiting The Bahamas alive. Aligning with the Hero World Challenge in December, the BMTOA will be hosting five quality sports, travel and lifestyle media to promote Nassau and Exuma as premier golf destinations. Journalists from Forbes, GOLF.com, BroBible and GOLF Monthly will experience top golf courses in Nassau, including Royal Blue Golf Course at Baha Mar, Ocean Club Golf Course at Atlantis and Exuma’s Sandals Emerald Bay Golf Course.

The Ministry’s visiting journalist program continues to be an unqualified success. Through the People-To-People Experience, visiting journalists are able to connect with the Bahamian people and get an experience like no other while sharing meals and conversations. An additional slate of individual trips took place on a rolling basis. Reporters with The Washington Post and Jamaque Paradis Magazine visited in the past two months while travel influencer, Get Lost With Jackie, a journalist from The Zoe Report and two of The Boston Globe writers are scheduled to come early in 2020 to cover an array of topics from Junkanoo to fly-fishing.

Seychelles to celebrate the Wonders of the Ocean through its Ocean Festival

A series of activities have been organized to commemorate this year’s Seychelles Ocean Festival (SOF) by the Seychelles Tourism Board (STB) and its various partners.

The event, which promotes marine-based tourism in the island archipelago, is to be held from Friday November 22, 2019 to Sunday November 24, 2019 and will be celebrated through a plethora of education and fun activities throughout the weekend.

In line with the STB marketing strategy, which includes promoting Seychelles as one of pioneers of conservation in the region, the SOF is a prime event for the destination as it provides a platform STB to sensitize the local population about the role and importance of the marine world for Seychelles as a destination.

The Minister for Tourism, Civil Aviation, Ports and Marine, Didier Dogley launched this year’s edition of the SOF on Friday November 22, 2019 at Eden Blue in a small ceremony, which regrouped various environment and tourism stakeholders all present for the good cause.

Speaking at the launch of the festivities Mrs. Sherin Francis STB Chief Executive commented on the commitment of the various partners in making the event a success.

“It is our civic duty to protect our environment for our future generation and for our planet. As a small country, we are extremely affected by global warming and because of that, our destination is threatened. Our promise of paradise to our potential visitors is mainly dependent on our ocean; this is why we put such emphasis on creating awareness around its conservation. It is very encouraging to see the dedication of our young people for our environment through their response to our call for collaboration,” said Mrs. Francis.

She also commended the various partners including the Ministry of Environment & Climate Change, the Ministry of Education, the Seychelles National Parks Authority (SNPA), the National Sports Council and the various NGO’s who have actively participated in the preparations of the events.

The festivities will be closed on Sunday November 24, 2019 at Beau-Vallon with a beach clean-up, a yoga session and a family fun day on the program. Several competitions– volleyball, football, amongst others are also on the activities for the day.

The SOF remains an important feature in Seychelles’ calendar of events and a key platform for highlighting the many attributes of Seychelles’ marine scene and all that it offers to visitors and locals alike.

Over 200 Jamaica hotel workers attend pension sensitization

The session, spearheaded by Minister of Tourism, Hon Edmund Bartlett, was held as part of an island-wide effort to update workers on the next steps for the Tourism Workers Pension scheme.

“Today we had a very strong meeting, the first of a series of sensitization sessions we will undertake for registration for membership of the pension scheme.

We had a full house and we will continue this process island wide to make sure our workers understand the rudiments of the scheme and are prepared for the actual start of registration,” said Minister Bartlett.

The two hundred and fifty (250) workers in attendance provided their contact details as an expression of interest and will be notified once full registration begins in January.

“Elements to operationalize the scheme are well underway. The Request for Proposal for the Fund Manager is already out and bids are to come in by next week. The actuary is also being shortlisted and is expected to be appointed in short order,” Minister Bartlett added.

Permanent Secretary in the Ministry of Tourism, Mrs. Jennifer Griffith, encouraged the workers to join the scheme by “preparing yourself as it will endow to your own welfare in the long run.”

The Tourism Workers’ Pension Scheme is designed to cover all workers ages 18-59 year in the tourism sector, whether permanent, contract or self-employed. This include hotel workers as well as persons employed in related industries such as craft vendors, tour operators, red cap porters, contract carriage operators and workers at attractions.

Professional classification coming for Jamaica tourism workers

Jamaica’s drive towards professionalizing its tourism industry is moving towards classifying certified workers for the purpose of improved remuneration.

Through the Jamaica Centre of Tourism Innovation, established by the Ministry of Tourism, 1300 workers have so far been certified as professionals in their respective disciplines. Minister of Tourism, Hon Edmund Bartlett says “the next move is to classify the workers.” This will see them being graded according to classification.

This was outlined by Minister Bartlett at a long service awards for 78 employees of the Round Hill Hotel and Villas last night. He said a lot of emphasis was being put on training as “We are building a professional institution as well as a professional industry.”

Mr. Bartlett said at the point of the workforce being classified and remunerated according to classification “We would now have a brand new labour market arrangement in tourism.” He explained that a new approach will have to be taken when employing certified professionals in the industry with regards to tenure of service. “It would be a brand new ball game to emerge in tourism,” he said, noting that unlike in former years, the industry had moved away from employing on a seasonal basis.

The tourism Minister said the underlying factor behind all that was being done, was to put people at the center because it was the people who made everything happen.

“You were the pioneers; you were the ones who caused Jamaica to be what it is today in terms of our tourism standing in the world and our stature as a major tourism destination,” he told the workers with records of service ranging from 10 to 45 years, at the 66-year-old hotel.

With the development of artificial intelligence (AI) globally and talk that the new tourism is going to be all about automation, Mr. Bartlett opined that while robotics could help to do better and make it easier and more efficient “they cannot replace the people of tourism because tourism is about people.” 

Regarding visitor arrivals, he reiterated that Jamaica was now having year-round tourism and with record numbers in succeeding years, arrivals should hit the 4-million mark this year. He said last month a historical 250,000 tourists came to Jamaica when in former years hotels, would have been closed and workers laid off.

He said tourism was now the number one industry in Jamaica, projecting to earn this year US$3.7 billion, leading in contribution to gross domestic product and “Today is the largest contributor to the economic growth of Jamaica.”

Minister Bartlett shared with the Round Hill workers that “For the first time in our history Jamaica is leading the world in terms of worker safety and security.” The Tourism Workers Pension Plan which is expected to be fully operational in early 2020, is a major contributor to that and “Sets an example to the entire world as to the type of social security and safety net that can be provided for the workers of this industry,” he expressed with pride.

Jamaica Tourism Minister Bartlett mourns passing of Alfred Hoilett

Jamaica Tourism Minister Hon. Edmund Bartlett has expressed condolences on the passing of Destination Assurance Council Deputy Chair, Alfred Hoilett.

“It is with great sadness that I learnt today of the passing of Mr. Alfred Hoilett, whose contribution to the tourism, security and transportation industries has been invaluable,” Bartlett said.

“Jamaica has suffered a great loss, as a result of his untimely death. He was a good man, and we all will miss him. On behalf of my Ministry and our Agencies, I offer condolences to his wife Dorothy, his sons, grandchildren, other members of his family; his friends; and colleagues,” he added.

Hoilett, who was 63, served as the Deputy Chair of the St Ann and St Mary Destination Association Council (DAC) of the Tourism Product Development Company (TPDCo) since 2017.

In this capacity, he provided governance and administration as well as influenced, motivated and enabled partners to ensure that quality standards were met and maintained in the destination. Through the Council, he was also able to help identify the needs of the tourism industry and monitor the progress of developmental efforts in resort areas in Jamaica.

“The industry, especially our stakeholders in Ocho Rios, is a little less powerful because of the loss of such a great man. We want to memorialize his contribution by continuing his legacy,” said Antoinette Bernard, Chairman of the St Ann and St Mary DAC.

Hoilett was also the secretary of the Jamaica Union of Travellers Association (JUTA) for a number of years.

Those who knew him best, described him as being outgoing, helpful and very dedicated to community development.  Over the years, he has served his country as an educator, law enforcement officer, as well as tour operator and owner of Full Moon Tours.
