Tourism and Culture Ministers Urge Everyone to Buy Jamaican This Christmas

Jamaica Tourism Minister, Edmund Bartlett and Minister of Culture, Gender, Entertainment and Sport, Olivia ‘Babsy’ Grange, have joined forces in calling on Jamaicans and other persons seeking gift items, to use the yuletide season to shop locally and support and buy Jamaican designers, artisans and other local producers of goods and services.

Their appeal was made at the third annual staging of the Tourism Linkages Network’s Style Jamaica event, a fashion show featuring 14 Jamaican designers whose creations, the ministers agreed, could stand out against any of their international counterparts. This year’s event was also paired with the Tourism Enhancement Fund’s (TEF) new e-Chrismus Marketplace initiative, which is an online shopping marketplace showcasing a range of products from Jamaican designers and artisans.

The two-day event runs from December 16 to 17 and is being staged virtually at the newly opened Main Street Jamaica shopping facility (Formerly The Shoppes at Rose Hall), in Montego Bay, St. James. The location’s linkages concept promotes the best of Jamaica to international travellers with shopping as a major part of their visitor experience. The Style Jamaica event also presented Jamaican participants with an international marketing avenue through an online shopping platform.

“The online marketing of products and services is now the norm and our Jamaican consumers are beginning to appreciate that this comes with other benefits that in themselves add value in terms of cost-savings and even time-savings, in getting goods from the producer to the consumer,” said Minister Bartlett.

The Minister then urged everyone to buy Jamaican this Christmas. He stressed that: “Especially at this time though, I want to invite our Jamaicans to show confidence in ourselves and give meaning to ‘Buy Jamaican’. We are approaching the season of giving to friends and loved ones, a loving act that COVID-19 and social distancing cannot stop, and I really want to appeal to everyone to shop Jamaican this ‘Chrismus’.”

While endorsing the call for persons to support local producers when shopping this Christmas, Minister Grange said “shopping is a major area for tourism and Destination Jamaica is one of the great brands.”

She also saw the Main Street Jamaica concept as capturing the essence of what Jamaica is all about, adding that: “What it has done is to present what Jamaica is about; its culture, its music, its food and the great talent our artisans have and has brought all of this together with brands of the world and to show that we can stand up and be a part of what the world is all about.”

Minister Bartlett noted that it was with the knowledge that shopping was one of the most important activities for tourists, and also an important factor in the choice of destination for many, that shopping was identified as one of the must-haves in the Tourism Linkages Network, a division of the TEF, which now helps to drive efforts to diversify Jamaica’s product offering.

He said the objectives of Style Jamaica were in keeping with the broader objectives of the tourism sector as it sought to promote Jamaica as a premium shopping destination; promote and highlight local designers to the tourism market, and to diversify the on-island shopping experience. This year’s staging therefore leveraged the growing online market trend even as it sought to develop authentic and unique shopping experiences that add value to the Jamaican tourism product.

Bartlett calls for Investment beyond Hotel Rooms

Jamaica’s Minister of Tourism, Hon Edmund Bartlett has made a call for investment in the tourism industry to go beyond the development of hotel rooms and other infrastructure. Minister Bartlett made the call during his presentation on the opportunities for investment in travel and tourism development projects, Infrastructure and Services at the International Tourism and Investment Conference (ITIC) in London.

The ITIC is a global platform for policymakers, tourism ministers, investors and the tourism business community. It addresses the concerns and challenges facing destinations worldwide in areas such as capacity building, infrastructure, human capital, resources, safety and security.

“The tourism industry is rapidly changing with the onset of new technologies which are changing the way we do business. To keep apace of these changes to be able to meet the growing demands of the industry, our investment focus should be on building the capacity of the suppliers in the industry who are the main drivers of tourism,” said Minister Bartlett.

Foreign direct investment (FDI) flows to Latin America and the Caribbean rose 8% to reach $151 billion, according to UNCTAD’s World Investment Report 2018. For Jamaica, FDI flows accounted for USD 888 million.

“Small tourism players, which I refer to as Small and Medium Tourism Enterprises (SMTEs) are the backbone of the industry. It is through their creativity we have been able to tap into the passion points of our visitors whether through food or entertainment, to give authentic experiences to our visitors.

“Building their capacity will build their ability to be even more creative to enhance our tourism offerings,” added Minister Bartlett.

Through the Tourism Enhancement Fund, SMTEs in Jamaica have access to a J$1 billion revolving loan program that is administered through the EXIM Bank. In total, since its inception, as at last month, September 2019, TEF has disbursed more than $868 million in loan funds to 367 borrowers.

Over the 2-day period, Minister Bartlett participated in two panel discussions titled, ‘Opportunities for Investment in Travel and Tourism Development Projects, Infrastructure and Services,’ and ‘Climate Change and Tourism Resilience Management.’

Other panelists include senior officials such as Kenya’s Cabinet Secretary of Tourism and Wildlife, Hon. Najib Balala EGH; Malta’s Minister of Tourism, Hon. Konrad Mizzi; and Chairman of ITIC/ former United Nations World Tourism Organization (UNWTO) Secretary-General, Dr. Taleb Rifai.

3900 Youth Empowered by TEF Summer Internship Program in 6 Years

In the past 6 years, some 3,900 youth have benefitted from the Jamaica Tourism Enhancement Fund’s (TEF) Summer Internship Program (SIP), which introduces participants (between 16-25 years) to the world of work and assists them with gaining professional experience.  

This year’s internship program gave some 649 high school and tertiary students the opportunity to intern in tourism and non-tourism fields at 90 private and public sector entities across the island. In addition, TEF collaborated with Jamaica Association for the Deaf to place 10 hearing impaired students.

Speaking to a packed house at the program’s closing ceremony, Minister of Tourism, Hon. Edmund Bartlett told the interns that their postings would have given them a “very practical and hands on appreciation  of the many moving parts that must come together seamlessly to create the tourism experience that we sell to the world.”  The ceremony took place today at the Courtleigh Auditorium in New Kingston.

Noting that some interns may have wondered in the process how significant their jobs were to tourism, Minister Bartlett explained the five pillars essential to tourism growth (new products, new markets, new investments, development of human capital and new partnerships) and the importance of partnerships  that bring the many moving parts of tourism together.

This year TEF collaborated with the Jamaica Association for the Deaf to place 10 hearing impaired students at various private sector and government entities.

“You may wonder why you went to a paramedical facility to work. Because we are involved in creating three key S’s that are important to those five pillars – safety, security and seamlessness. So, to enable safety and have an understanding of safety you now have to go where the providers of safety reside. And it’s not just the police but the hospitals,” said the Tourism Minister, noting that health security is a critical part of the Destination Assurance that makes Jamaica a place where people want to go to.

“So we need trauma centers and we need proper clinics, trained nurses that can respond quickly and the best doctors. We also need the best equipment for medical care.  So you see just within the sphere of medicine – another moving part – how we are securing the safety of our visitors,” Minister Bartlett continued.

He pointed out that the providers of security and the creation of a seamless system through connectivity were equally important to tourism’s proper functioning and success.

“These are what cause tourism to happen and so therefore when we do these summer internship programmes it is to expose you to these areas that are not in the hotels where traditionally you see tourism. We deliberately didn’t post you at hotels for that purpose  so you understand how broad, how extensive, how inclusive tourism is; how deep and wide the value chain of tourism is; and how when you train in all these various disciplines you are really preparing yourself to give service,” he said.

He noted that the focus of SIP is customer service and service excellence, which is part of the broader policy of the Ministry of Tourism concerning human capital development and as part of professionalizing the tourism sector through the Ministry’s educational arm, the Jamaica Centre of Tourism Innovation.

This year, interns were taken through formal training in customer service, business and office etiquette and leadership development with special focus on Guest Service Gold Tourism for which they will be certified. This certificate course was offered in partnership with the American Hotel and Lodging Educational institute (AHLEI).

The program, which started in 2007, introduces participants (between 16-25 years) to the world of work and assists them with gaining professional experience.

This year, some 646 participants were employed at 90 private and public sector entities across the island.

In addition, TEF partnered with Jamaica Association for the Deaf to place 10 hearing impaired students.

The ceremony will take place on Wednesday, August 14, 2019, at 10:00 am at The Courtleigh Auditorium, 8 St. Lucia Avenue, Kingston.

Grange Pen to get a J$960 million infrastructural upgrade

The Jamaica Tourism Enhancement Fund (TEF) is investing a little under $J1 billion for the Resort Squatter Settlements Upgrade Project for the community of Grange Pen in St. James.

The Housing Agency of Jamaica (HAJ) will oversee the infrastructural upgrade for the regularization of 535 households in the community. This is equivalent to approximately 8000 square feet per lot.

Speaking at the ground-breaking ceremony for the project on March 29, Tourism Minister and Member of Parliament for the area, Hon. Edmund Bartlett said the project was started in 2010 as part of the then Government’s mission to provide housing solutions for workers in the tourism industry through the TEF.

“We are going to be building a level of development that you have never seen before in this parish…We have proposals for participants, RFPs [request for proposals]out for public-private participation for us to build those houses for the people – primarily workers of the tourism industry,” said the Minister.

The general scope of works, which will take place over a 24-month period, includes: road scribing and paving, draining infrastructure, construction of a sewage treatment plant, water supply connection to the National Water Commission, electricity distribution, and land titling.

A highway will also be created from Grange Pen through Barrett Hall to Greenwood, signaling the next phase of the development for the area. The Minister also shared that upon completion, the community of Grange Pen will be renamed.

In his first ever public address as Minister of Economic Growth and Job Creation, with responsibility for housing, Senator the Hon. Pearnel Charles Junior added that, “it is perhaps everyone’s dream to own their own home…It is my responsibility now to be the one to ensure that I drive the processes of accountability to make sure that we are providing the housing that is necessary to all communities across this country.”

He also stated that it is the Government’s goal to provide for low to middle income earners by “giving them improved access to mortgages, so that they can be able to go through the financing that is required to access the housing that will be provided across communities.”

The Tourism Minister also announced that a major development is in the works for Lilliput which will have significant economic benefits for the people in Montego Bay.

“We have concluded much discussions, the purchase of the land has been completed in phase 1 and phase 2 is also being completed with the Rolling’s family. We will have close to 4000 additional rooms which will require a level of service from the people in this area.

The way forward for us is an integrated, involved and inclusive tourism where the hotel developments and the communities are going to be one in the same,” said Minister Bartlett.

Chairman of the HAJ Norman Brown and Councillor Anthony Murray from the St James Municipal Corporation welcomed the development project in Grange Pen as in important initiative which will drastically transform the community.

As part of efforts to improve the look and feel of the product, the Ministry of Tourism, through the Tourism Enhancement Fund (TEF) has so far invested J$6 billion in Montego Bay and its environs. The work carried out by the TEF includes road rehabilitation, drain cleaning and housing solutions.
