Qatar Airways: Investment in Air Italy fully compliant with US-Qatar Open Skies Agreement

Following recent false accusations relating to Qatar Airways’ shareholding in Air Italy, such baseless statements and consistent inaccuracies need addressing as a matter of urgency.

Qatar Airways holds a 49 percent stake in Air Italy’s parent company, AQA. This minority investment is at the same level that Delta holds in both Virgin Atlantic and Aeromexico, and that Etihad held in Alitalia.

Qatar Airways’ investment in Air Italy, and operations to the United States, are fully compliant with the U.S.-Qatar Open Skies Agreement, the January 2018 U.S.-Qatar Understandings, and a side letter that accompanied the discussions.

Unfounded claims that Qatar Airways’ investment in Air Italy violates the Understandings are entirely false.

As a factual matter, the investment preceded the January 2018 U.S.-Qatar Understandings.

· The investment was announced in a July 2016 press release and was approved in writing by the European Commission (DG Competition) in March 2017.

· The transaction was closed in September 2017.

· The discussions surrounding the Understandings took place in December 2017 and January 2018.

Qatar Airways’ investment in Air Italy was a matter of public knowledge (as were Qatar Airways’ investments in other airlines) at the time of the U.S.-Qatar discussions; airline investments were not raised as a point of concern during those talks. The Understandings do not mention or prohibit cross-border investments of any type.

Furthermore, Qatar Airways does not codeshare on any of Air Italy’s flights to the United States, and has no plans to do so. Qatar Airways is not operating any Fifth Freedom scheduled air services to the U.S.

The “Big 3” U.S. carriers have consistently demonstrated their hostility to new entrants into the U.S.-Europe market, and their attacks on Air Italy based on the identity of its minority shareholder are just another manifestation of this hostility. Air Italy, the carrier the “Big 3” cite as a major “threat” to their survival, has a fleet of just 15 aircraft and only serves one U.S. city – New York – with a daily service while other routes, Miami, Los Angeles and San Francisco are operated at a lower frequency.

The U.S.-Qatar Open Skies Agreement has brought enormous benefits to U.S. and Qatari consumers, businesses and communities. Qatar Airways’ services to the United States contribute to U.S. tourism and business. Qatar Airways is a long-term and loyal customer of Boeing, Gulfstream and General Electric, helping to secure tens of thousands of U.S. jobs through our continued investment in their products and is a valued partner to many other U.S. businesses.

Africa Tourism is hot: WTTC and the African Tourism Board are on it

Africa Tourism is hot right now. Overlooked in the past, the tourism potential of the African continent is now becoming visible.

The first African Tourism Board (ATB) is about to be launched in Cape Town during the upcoming World Travel Market Africa in South Africa on April 11 with a list of impressive speakers, ministers, private industry leaders, and stakeholders attending.

A week before the ATB launch in Cape Town on April 11, the World Travel and Tourism Council (WTTC) is getting ready for their annual summit in Seville, Spain. With a price tag of $4,000 for a delegate to attend the summit, WTTC is catering to the hundred largest companies in the travel and tourism industry.

Keynote speaker at the summit is none other than former US President Barack Obama who is getting paid an enormous amount of money to share his views on tourism with WTTC CEO Gloria Guevara.

In Cape Town at the African Tourism Board launch, former UNWTO Secretary General Dr. Taleb Rifai is paying his own way, and so are a number of tourism celebrities and stakeholders from both larger and smaller entities. In the last 7 days, the news on tourism growth and potential for African destinations couldn’t have been better and must have come as a surprise for many.

Alitalia airline: The ongoing medley

The journey of Gianfranco Battisti, CEO of Ferrovie Dello Stato Italiane (FS), to the United States would have borne its first fruits in the definition of the new company for Alitalia, but so far nothing is definite.

Delta Airlines, in fact, should officially join the new Alitalia, but with an initial share of only 10%. The commitment signed with the managing director of FS doubles over the next four years to satisfy the industrial plan still being defined.

The managing director of Delta, Ed Bastian, would, therefore, have confirmed the interest for a percentage of shares similar to those already held in Air France-KLM, even if now FS will have to increase its participation up to 40%.

The US carrier, in fact, will guarantee its gradual investment to the point of controlling 20% as long as the new company makes profits, a scheme that follows the operation that Delta has already successfully experienced with Aeroméxico (from 19 to 49% in the past few years.)

According to the Italian press, the Battisti-Bastian confrontation would have focused on the shares of the new team, its shareholders, and governance, while the definition of the industrial aspects of the plan will need more time. As a result, a further postponement of the presentation of the Alitalia business plan is expected to be scheduled for next March 31.

easyJet’s second thought

In a peremptory tone through a press release, easyJet definitively closes the door on a possible entry into Alitalia. “Following the conversations with FS and Delta Air Lines for the creation of a consortium that evaluated the options for future Alitalia operations, easyJet decided to withdraw. However, the airline told the Adnkronos agency of its intentions to confirm its commitment to Italy and to continue to invest in the three airports of Milan, Naples, and Venice as done in recent years, adding routes and capabilities.”

The NewCo scheme

In the new Alitalia, therefore, 50% would be controlled by FS and Delta and another 15% would be due to MEF (the Italian Ministry of Economy and Finances) through the conversion of a bridge loan. It remains to be clarified how the remaining 35% would be divided. According to the newspaper Il Messaggero, in fact, Battisti would have obtained from the Treasury the availability of Fincantieri to cover 10-15%, while an additional 20% would remain to be covered (there are talks again of CDP – Italian National Promotional Institution) or Poste ( the state mail company) through some subsidiary companies. The new Alitalia could start with a capital requirement of around 1 billion euros.

While waiting for its future to be defined, Alitalia states to have recorded a 2.7% increase in passenger numbers on intercontinental routes compared to the same month of the previous year. And passenger revenue traffic is up by 1.2% on long-haul flights compared to the same period in 2018.

February cargo revenue, as stated by Alitalia, also increased by 4.9%. The results obtained on intercontinental routes have contributed to overall revenues, allowing Alitalia to record for the fifteenth consecutive month, growth in total passenger traffic turnover.
