Boat Charter Policy private stakeholder consultative meeting

A consultative meeting with private sector stakeholders to discuss the revision of the tourism Boat Charter Policy was held on the 5th April 2019 at the International Conference Centre of Seychelles (ICCS).

The Meeting was chaired by the Principal Secretary for Tourism Mrs. Anne Lafortune and in attendance was the Director for Policy, Research, Monitoring and Evaluation Mrs. Bernice Senaratne, Director for Standards and Monitoring, Mr. Louis Desnousse, relevant government agencies and boat charter operators.

The aim of the consultation meeting was to present and discuss the proposed amended Boat charter policy which dates back to 2008 in order to collect the views and recommendations of the private sector, mainly boat charter operators who will need to abide by this policy.

During the meeting, it was unanimously agreed that Boat Charter businesses should be reserved to Seychellois including all assets.  The operators highlighted that by not allowing leasing of capital assets from foreigners, the charter businesses will remain free from foreign involvements. The Principal Secretary also assured the meeting that all 300 registered Boat Charter businesses are fully owned by Seychellois as per the Tourism Department’s records.

One of the main concerns raised by the Boat Charter Operators during the meeting was regarding the availability of qualified and skilled labour. According to the operators, graduates who qualify under ‘My first Job scheme’ do not have the required skills and training for the job. The Assistant Director of the Seychelles Maritime Academy (SMA), Captain Wilton Ernesta also present during the meeting explained that the Academy provides the necessary training for maritime based operations and as of this year they have adopted a new strategy to recruit and produce quality students as opposed to quantity by the year 2020.

The boat charter policy comprised of 11 policy statements which include ownership and investment in the charter business, Fleet size, Qualifications required, Conditions of Licence, Standards to be maintained, Environmental actions, Preservation of the Environment, Operators subjected to Integration policy , Information to be submitted to the relevant Authorities, Non-compliance and Emergency and Evacuation procedures.

The main recommendations submitted by the operators in the meeting were regarding the preservation of the environment statement, whereby they emphasized on the need for better infrastructure and facilities to support this policy. The example of introducing a black water pump out system for the disposal of waste was given in view that currently waste is being disposed in the sea. They will be unable to implement the policy requirements without the proper infrastructure in place. It was also recommended that a Boat charter association should be set up to facilitate dialogue and support the operators and the different activities of this sector.

The Tourism department will be taking into consideration all comments and issues raised during the meeting. The proposed draft will be amended and presented to the stakeholders in a follow up validation workshop.

Montréal-Trudeau Airport awarded prestigious 4-Star rating

Montréal-Trudeau Airport (YUL) has for the first time been awarded a prestigious 4-Star rating under the Skytrax World Airport Star Rating program, joining the ranks of other major world airports. The results obtained from this ranking, considered a benchmark in the global airport industry, stem from an audit conducted last March.

This fourth star recognizes the major investments made in recent years to modernize the airport’s infrastructure and achieve the highest industry standards, as well as employee efforts to enhance the passenger experience day after day.

“In 2018, Aéroports de Montréal challenged itself to obtain a 4-Star Skytrax rating for the YUL site,” said Philippe Rainville, President and CEO of Aéroports de Montréal. “After pushing our limits and raising the bar to improve customer experience, we learned today that the challenge has been successfully met. Rolls-Royce Tay 611-8 engine achieves 10 million flying hours

The Rolls-Royce Tay 611-8 engine, which entered service in 1987, recently achieved another incredible milestone by reaching 10 million flying hours in nearly 5 million flights. The engine powers a range of Gulfstream’s highly successful large-cabin business aircraft, such as the Gulfstream GIV, GIV-SP, G300 and G400, and has established a reputation for outstanding dependability, efficiency and low noise generation.

The performance of the Tay 611-8 enabled the Gulfstream GIV to revolutionise the business aviation market with its high cruising speed and the intercontinental range of about 4,300 nautical miles. Over the past three decades, the Tay 611-8 has achieved numerous records for speed and range. These achievements have been perpetuated by its successor, the Tay 611-8C, powering the Gulfstream G350 and G450. There are over 1,700 Tay 611-8 and -8C engines in service today, with many of these supported by Rolls-Royce’s market leading CorporateCare®.

The background to the first Tay order contract is part of aviation history. In December 1982 the basic details – engine price, quantity, payment terms – were written on a napkin in less than 10 minutes by Sir Ralph Robins, who at the time was the company’s Managing Director, and Allen Paulson, Gulfstream’s founder and then Chairman and CEO. The deal was formally settled in March 1983.

Tourism stakeholders presented with Destination 2023

Following the consultative process to review and update the Tourism Master Plan 2012-2020 in May 2018, it was seen necessary that a concrete action plan to guide the Tourism sector be developed. Last Friday, at the STC Conference Room, the Minister for Tourism, Civil Aviation, Ports and Marine, Mr. Didier Dogley launched the validation workshop for Destination 2023, a tourism strategy which will guide the tourism sector for the next 5 years.

The aim of the validation workshop was to discuss, validate findings and present recommendations as well as provide clarifications, prior to finalising the strategy document. This strategy has been drafted following meetings conducted with more than 300 persons across both private and the public sector, including but not limited to, tour operators, hoteliers, restaurant owners, as well as boat and yacht charter operators during  a period of 1 and  a half year.

The workshop was also attended by the Principal Secretary for Tourism, Anne Lafortune, Principal Sectary for Finance, Damien Thesee, the Attorney General and representatives from both Public and private sector.

In his opening remarks, Minister Dogley said: “Destination 2023, is the strategic tool elaborated to galvanise our efforts towards a common national vision and strategic goals and provide us with clear and specific steps necessary to achieve our set objectives and targets. It is the blue print for our tourism industry for the next 5 years.”

The consultants commissioned for the Tourism Master Plan, Mrs. Daniella Larue of Valsen Consulting and Mr. Guy Morel presented the 8 priority areas that should be collectively achieved by 2023. This include Driving brand development, Investing in market penetration and development, Improving product diversification, Addressing Seychelles competitiveness as a Tourism Destination, Investing in local talent development and management, Increasing Investment in Sustainable Tourism Practices, Delivering key enabling factors and Increasing Capacity of Government Agencies to facilitate tourism.

The consultants were commended by the Trade and the Principal Secretary for Tourism in her closing remarks for presenting a clear guiding strategy that will act as a roadmap for the sector’s sustainable growth. Following its validation by the Trade, the Destination 2023 strategy will be submitted to the Government for final approval.Once approved, the Department of Tourism will develop detailed action plans with monitoring measures and ensure its implementation to meet the set goals and objectives of the strategy.

Airbus launches “Skywise Health Monitoring” with Allegiant Air

Airbus has launched first operations of a new Skywise service – Skywise Health Monitoring (SHM) – with Allegiant Air on its A320s. Dynamically coupled with Skywise Reliability Services (SRS) and Skywise Predictive Maintenance (SPM), SHM is hosted on Skywise, gathering live diagnostic feeds from the aircraft through its *ACARS link to the airline’s information system.

Using the power of the Skywise aviation data platform, SHM collates and centralises the alerts, flight-deck effects, maintenance messages etc., prioritizes them, correlates any faults with the relevant troubleshooting procedures, highlights operational impacts, provides the maintenance history of the system (from the logbook and **MIS information collected through Skywise Core and stored in the data lake), allowing effective tracking of the alerts.

When fully deployed, and following the in-service feedback from Allegiant Air and other ‘early adopters’, SHM will support airlines’ Maintenance Control Centers, Line Maintenance and Engineering departments in identifying, prioritizing, analyzing and handling in-service events, enabling quicker decision-making and preparation of the optimal solution to ensure aircraft on-time dispatch and minimizing AOG risks.

Overall, SHM saves airlines time and decreases the cost of unscheduled maintenance. Natively interfaced with SPM and SRS to provide an integrated user-experience, and also ready to harness the new on-board Flight Operations and Maintenance Exchanger (“FOMAX”) data router which can capture over 20,000 real-time aircraft parameters, SHM enables end-to-end unscheduled event management/fixes for example by anticipating tools and parts’ availability closest to the aircraft. More early adopters will join in the months to come to pilot SHM for other Airbus aircraft, including A330, A350 and A380.

Earthquake rocks western Turkey

A moderate 5.6 magnitude earthquake shook Turkey’s western province of Denizli on Wednesday, damaging some buildings and knocking bricks and tiles to the ground in the rural area.

There were no immediate reports of casualties, according to mayors and administrators of districts at and around the epicentre of the tremor.

Turkey’s Kandilli Observatory said the earthquake, which struck at 9:34am (06:34 GMT), was 5km (3 miles) deep and followed by four aftershocks between 4.2 and 3.4 magnitude.

The United States Geological Survey said it was 5.7 magnitude while the European monitoring service measured it at 6.4 magnitude.
