Minister Bartlett proposes tourism crisis communication strategy for the Caribbean… Global Resilience Centre to formulate

Jamaica’s Tourism Minister, Hon. Edmund Bartlett says that the Global Tourism Resilience and Crisis Management Centre has been tasked with developing a tourism crisis communications strategy which will help Caribbean nations ‘build back better’ following a disaster.

Speaking at the opening ceremony of a Tourism Crisis Communications and Disaster Risk Management event yesterday at the Jamaica Pegasus Hotel, the Minister said, “In responding to the call to build tourism resilience in the Caribbean, I am very proud that the region’s first resilience centre was recently established at the University of the West Indies, Mona Campus Jamaica.

“The Centre is going to focus heavily on crisis communication and will develop an official Tourism Crisis Communication Strategy. We believe that we have established ourselves to provide part of the institutional framework and the physical capacity that the region needs to implement and to have actualised some of the outcomes which we seek to have from our efforts,” he added.

The facility, which is the first of its kind, will assist with preparedness, management and recovery from disruptions and/or crises that impact tourism and threaten sector-dependent economies and livelihoods.

It is focused on deliverables including the establishment of an academic journal on resilience and global disruptions, the drafting of a blueprint for resilience, the creation of a resilience barometer and establishment of an Academic Chair for resilience and innovation. This is in keeping with the Centre’s mandate to create, produce and generate toolkits, guidelines and policies to guide the recovery process following a disaster.

“Building resilience will require a system-approach based on strengthening collaborations at the national, regional and international levels among tourism policymakers, lawmakers, tourism enterprises, NGOs, tourism workers, education and training institutions and general populations to reinforce institutional capacity to anticipate, coordinate, monitor and evaluate actions and programmes to lower risk factors,” said the Minister.

While the Centre has been created to assist all tourism nations across the globe, the Minister shared that the Caribbean is particularly vulnerable because it is the most tourism dependent region in the world.

“The most recent economic data indicate that the livelihood of one in every four Caribbean residents is linked to tourism. While travel and tourism contributes to 15.2 % of the region’s GDP in general and over 25% of the GDP of more than half of the countries. In the case of the British Virgin Islands, tourism contributes to 98.5% of GDP.
These figures underscore the importance of developing strategies for mitigating potential hazards that can destabilize tourism services in the region and cause long-term setback to sustainable growth and development,” he said.

During his presentation, the Minister announced that the Centre’s physical space is about 90% completed but is globally linked.

“Next week we go to Kenya to launch at the Kenyatta University, the first satellite centre for the Global Tourism Resilience and Crisis Management Centre and then we will head to Kathmandu in Nepal on the first of January to launch the second one. There are also a number of others, which will be launched in 2020,” he said.

The two-day event is being hosted by the Ministry of Tourism in collaboration with the IDB’s Environment, Rural Development and Disaster Risk Management (RND) Division and their Caribbean Country Department.

Over 50 local and regional experts in the field of tourism crisis management and communications and disaster risk management have participated in the event, which is taking place under the theme “Reinforcing Crisis Communication as a Critical Element of Caribbean Tourism Resilience and Disaster Risk Management.”

The event also forms part of part of the IDB’s series of consultations with authorities known as Regional Public Dialogue.

Bartlett to address Caribbean Council’s House of Lords Annual Reception

Jamaica Tourism Minister, Hon. Edmund Bartlett, left the island yesterday to give the keynote address at the Caribbean Council’s House of Lords Annual Reception in London. Minister Bartlett, who is representing Prime Minister, the Most Honorable Andrew Holness, will also attend a key investment meeting.

The Caribbean Council’s House of Lords Reception is an annual event. Each year one of the Caribbean islands is spotlighted and this year is Jamaica’s year.

“I am pleased and honored to be representing our Prime Minister for this a second time. This is a critical platform which will allow me to highlight the country’s achievements and investment opportunities to an influential group of policy makers and political and business leaders.

A main focus of the presentation will be to discuss the future of Caribbean tourism and underpinning that will be building resilience in the region. I am especially pleased that I will engage major stakeholders such as representatives from the diaspora,” said Minister Bartlett.

As part of the Caribbean Council’s Annual event, an investment meeting is also scheduled with investor companies willing to invest in Jamaica. Minister Bartlett will meet with investors from London Regional, Deco Dart from Cayman, the Inicia Vicini Group and Mott MacDonold a key sponsor of the Caribbean Council’s event.

Minister Bartlett will also take the opportunity to meet with the production team for the upcoming James Bond Film that will feature Jamaica. The 25th film in the James Bond series will feature Jamaica with The Daily Mail confirming recently that principal filming will take place in Jamaica and at studios in the United Kingdom.

“My colleague Minister, Olivia Grange and I will have further discussions with producers of this internationally recognized film series which will have a major positive impact for brand Jamaica.

In fact, this will be the second time that Jamaica is featured in this popular film series as the island hosted filming in the first ever Bond film titled Dr No in 1962,” said Minister Bartlett.

Minister Bartlett is scheduled to return to the island on April 4, 2019.

Saint Lucian taxi company receives international service excellence certification

A Saint Lucian taxi firm has become the first tourism taxi company in the Caribbean to be Hospitality Assured (HA) certified, an international certification programme for service excellence.

Holiday Taxi Limited is among a number of tourism enterprises in member countries of the Caribbean Tourism Organization (CTO) that recently completely the rigorous qualifying process towards certification.

The taxi company reported that the certification process significantly improved the knowledge and skills of its employees, who are now much better placed to strengthen its performance and overall competitiveness through service excellence.

“I would recommend [Hospitality Assured] to anybody,” said Holiday Taxi’s Lucien Joseph.

The Castries-based ground transportation firm was one of four tourism service providers whose participation in the HA certification process was funded by the Caribbean Development Bank (CDB) through a US$265,000 grant to train key HA support personnel and to fund the participation of 30 tourism micro, small and medium enterprises in the programme. The others businesses are Sunbreeze Hotel in Belize – the first hotel on the island of Ambergris Caye to be HA certified – as well as Grand Coastal Inn and Old Fort Tours in Guyana, both of which said they are now better prepared to introduce a culture of service excellence in all aspects of their businesses.

Hospitality Assured promotes and rewards the highest standards of service excellence in the hospitality sector and is seen as the standard for service and business excellence in the industry. It provides nine key performance indicators – customer research, the customer service promise, business leadership and planning, operational planning and standards of performance, resources that are required to deliver customer service standards, training and development, service delivery, service recovery and customer satisfaction improvement – against which an organization can continually evaluate and measure its performance with respect to service quality, while promoting an organizational climate of continuous improvement.

To facilitate the certification process the CTO assigns a business advisor to each enterprise to help the companies meet the minimum requirements on the nine steps of the Hospitality Assured standard. Certification is for a two-year period and there must be continuous improvement in order for a business to be recertified.

Ninety-one companies from fourteen CTO member countries have signed on to the program, with thirty-nine currently possessing certification. The businesses involved are mainly in the accommodation sub-sector, but there are also several sites and attractions, restaurants and coffee houses, tour and transportation companies, a retail store and a hospitality training institute.

Hospitality Assured is a service quality management certification owned by the Institute of Hospitality in the United Kingdom, managed and operated by the Hospitality Limited, U.K. and developed specifically for the tourism sector, to promote and reward the highest levels of service and business excellence. Hospitality Assured in the Caribbean is managed and promoted by the CTO. Any hospitality, leisure, tourism or service-oriented organization is eligible for Hospitality Assured certification, be they large or small, single or multi-operational.
