2020 In Review: The Bahamas Ministry of Tourism & Aviation Reflects on a Difficult Year and Looks Forward to Brighter Days to Come

As 2020 comes to an end, the Bahamas Ministry of Tourism & Aviation is once again reflecting on a remarkably historic and challenging year. After celebrating a record-breaking seven million visitors in 2019, the country was poised for continued growth and tourism-driven prosperity, thanks to planned increases in airlift from several major airlines, not to mention the endorsement of international media outlets, such as The New York Times, Frommer’s and The Globe and Mail, among others, that had touted The Bahamas as a must-visit destination in 2020.

The COVID-19 pandemic was an unforeseen crisis that has had an unprecedented impact on the global tourism industry, the effects of which have been felt greatly in The Bahamas. Tourism is the heart of the country and, therefore, is everyone’s business. As was seen after Hurricane Dorian, Bahamians are no strangers to making history under difficult circumstances. Now, the Bahamian people have come together as a family of islands, united in strength and resilience to help curb the spread of COVID-19 and ensure that business can soon prosper again. There is great optimism in that the islands will see a return to record breaking visitor numbers, once it is safe for all to travel freely again. In the meantime, the government is doing all that is possible to get Bahamians back to work.

“It is with the consistent support and collaboration of The Bahamas’ tourism stakeholders, promotion boards, agencies, media and other travel partners that the country has been able to establish the on-island guidelines and preventative measures to help curb further spread of COVID-19,” said the Bahamas Minister of Tourism & Aviation, Dionisio D’Aguilar. “Our new, streamlined protocols for entry and inter-island travel, adjusted after careful monitoring, diligent analysis and swift response from all government entities, responsibly enforce public health and safety measures while allowing travellers to more freely enjoy our vacation experience.”

The latest protocols have been well received by consumers and tourism partners alike and coincide with news of hotel property reopenings and increased airlift resumption. Of note, three of the largest hotel properties in Nassau – Grand Hyatt Baha Mar, Atlantis Paradise Island and British Colonial Hilton – are reopening mid-December, with additional hotel inventory coming back in January and February. Also starting mid-December, top U.S. airline carriers including JetBlue, American Airlines, United Airlines and Delta are adding flights to their schedules.

“It is our duty at The Bahamas Ministry of Tourism & Aviation to promote tourism to our beautiful country, and while 2020 brought unprecedented roadblocks to that task, our optimism and dedication to that mission never wavered,” said Joy Jibrilu, Director General of the Bahamas Ministry of Tourism & Aviation. “As we look ahead to 2021, we will continue to find new and unique ways to promote our islands offerings through expanded programs and initiatives that will bring even more visitors back to our shores as quickly as possible.”

The Bahamas Ministry of Tourism & Aviation continues its aggressive public relations and marketing campaign to reach key markets in the U.S. and promote that The Bahamas is open for business, while sharing entry requirements and travel protocols necessary to keep the country safe. Promotional tactics include:

•             Targeted Media Plan – Since the beginning of March, a strategic, geo-targeted media plan has been underway with the goal of keeping The Bahamas in the consideration set for travellers, specifically those living in key markets such as South Florida, Houston and New York, and enticing those who have frequented the destination in the past to return.

•             Robust Media Outreach – Consistent and widespread communication to tourism, lifestyle and news media has informed consumers that The Bahamas is open for visitors, while sharing accurate information on entry requirements and on-island protocols that will impact visitors. Publications that cover key vertical markets such as private aviation and boating were also targeted to ensure their audiences are informed of the latest requirements for visiting The Bahamas.

  • Recent Awards – The Bahamas swept the awards circuit this year, winning several top accolades. Caribbean Travel Awards named The Bahamas Innovative Destination of the Year; four Bahamian hotels including Kamalame Cay, Rosewood Baha Mar, Grand Hyatt Baha Mar and SLS Baha Mar were recognized by Condé Nast Traveler’s Readers’ Choice Awards, and The Islands of The Bahamas has been recognized in this year’s Scuba Diving Magazine’s Readers Choice Awards, with placements highlighting the destination’s vast dive offerings across 700 islands and cays. The awards included The Bahamas winning top spots in many categories but most notable   #1st in the big animals’ category.  Caribbean Journal’s Caribbean Travel Awards Recognizes The Bahamas in Three Categories – In Caribbean Journal’s 7th annual Caribbean Travel Awards, The Bahamas was awarded Innovative Destination of the Year for its continued flexibility throughout the pandemic and setting a standard for destination entry practices. Additionally, Nassau’s Lynden Pindling International Airport was named Caribbean Airport of the Year and Graycliff was recognized as the Caribbean Restaurant of the Year.

•             Bahamas Extended Stay Program – The Islands of The Bahamas announced its new Bahamas Extended Access Travel Stay (BEATS) program, a one-year residency permit designed to allow professionals and students to pack their laptop and their swimwear as they march to the beat of their own island drum, remotely, from The Bahamas.

•             Refreshed Website – A new, revamped Bahamas.com website is preparing to launch, offering a more user-friendly interface and including additional tools to promote key passion points for potential travellers. New sections will highlight romance, events, adventure and an extensive focus on how to get to the Out Islands.

•             Virtual Sales and Vertical Market Offerings – As sales and vertical market promotion could not be conducted in-person this year, the Ministry of Tourism’s sales team worked quickly to come up with virtual offerings that would keep the travel trade community engaged.  This work included the development of a new virtual platform for webinars and trade shows. The Bahamas specialist program was newly redeveloped to close the gap between education, inspiration and sales.  With this new technology, the Ministry of Tourism conducted virtual events around the world bringing all suppliers and trade partners together to share and discuss COVID-19 protocols and updates. Additional virtual events included: the first-ever virtual Bahamas dive pavilion for dive operators during DEMA, the largest dive supplier show in the world; webinars for private aviators espousing the coming pre-clearance initiative in South Florida and Facebook Live events featuring culinary experts, award winning mixologists and other local craftsmen. Lastly, the team worked hard to strengthen relationships with air partners in an effort to facilitate the return of international flights.  The Ministry also launched a dive and boat ambassador program which includes top influencers in the industry who will support and assist us in promoting the destination.  Highlights for Romance 2020 include successful participation to TravAlliance Fall show for Destination Weddings and Honeymoon Segment and official review of The Bahamas’ Romance Magazine which will be fully launched during the Ministry’s Romance Forum in March of 2021.

•             Authentic Storytelling – An award-winning content marketing campaign featured local Bahamians speaking to the country’s culture, cuisine, art and other unique offerings that make The Bahamas stand out from other island getaways.

•             Blogger Program – In addition to an authentic storytelling program, the Ministry of Tourism also developed a robust blogging program on Bahamas.com where local influencers and writers shared their stories of travel and culture in The Bahamas in hopes of inspiring wanderlust and connecting with future visitors.

•             Local Content Shoots – In an effort to keep new creative content flowing on Visit The Bahamas social channels, the Ministry enlisted local talent and camera crews to shoot content aimed at enticing users to want to learn more about the destination.

Bahamas Tourism Minister National Address on Recovery and Reopening

In a national address today, Monday, September 7, Minister of Tourism & Aviation Dionisio D’Aguilar announced additional details of the forward-looking recovery and reopening plan for The Islands of The Bahamas. D’Aguilar reiterated the Bahamas Ministry of Tourism’s commitment to revitalizing the country’s tourism industry while emphasizing that the health and well-being of citizens, residents and visitors of The Bahamas remain paramount.

Beginning October 15, The Bahamas will enter Phase 3 of the Tourism Readiness & Recovery Plan ahead of the busy holiday season, which will include the reopening of beaches and major hotels.  

Since 1950, tourism has played an integral role in The Bahamas’ economy, accounting for more than 50% of the country’s GDP and 60% of national employment. The COVID-19 Pandemic has had an unprecedented effect on global tourism and The Bahamas’ economy has felt the impact, particularly following 2019’s record-breaking tourism numbers, where the country welcomed 7.2 million visitors. The country’s in-depth Tourism Readiness and Recovery Plan outlines a strategic, phased reopening strategy to ensure a comfort level that The Bahamas is a safe and healthy destination for both visitors and residents to enjoy.

PHASED REOPENING

As part of Phase 3, beaches and major hotels will reopen on all islands. Minister of Tourism & Aviation Dionisio D’Aguilar announced that all hotel guests must abide by a 14-day Vacation-In-Place (VIP), which will allow guests access to all amenities, including hotel spas, gyms, bars and more. Additionally, Phase 3 will also see the reopening of attractions, excursions and tours on November 1.

Ahead of the reopening, the Bahamas Ministry of Tourism & Aviation is working with airline partners to secure direct airlift from key markets where the curve has been flattened. Additionally, the Ministry’s communication team is prepared to commence an agile marketing campaign, complete with authentic storytelling and aggressive PR and sales strategies, leaning into current travel trends, such as the preference for vacations closer to home, as well as options that afford seclusion and outdoor pursuits.

Following the safe move into Phase 3, the Bahamas Ministry of Tourism & Aviation along with the Ministry of Health and other government agencies will recommend an appropriate date to enter Phase 4, which pertains to the reopening of vendors, select attractions, casinos, cruises and ferries.

ENTRY REQUIREMENTS

The top priority of the Bahamas Ministry of Tourism & Aviation remains the health and safety of its citizens, residents and visitors. In an effort to curb the spread of the virus, the Ministry continues to work closely with the Ministry of Health to establish and evaluate protocols and timelines with respect to the RT-PCR testing in advance of travel.

Effective, September 1, 2020, the Bahamian government announced new entry requirements, including:

  • Approved Bahamas Health Visa available at gov.bs
  • Proof of a negative COVID-19 RT-PCR test taken no more than five (5) days prior to arrival
    • The only applicants who are not required to provide a COVID-19 test are:
      • Children under the age of ten (10)
      • Pilots and crew who remain overnight in The Bahamas.
    • Mandatory 14-day Vacation-In-Place (VIP) Experience at a hotel, private club or rented accommodations (like Airbnb), as well as on a private boat.

The Bahamas Tracking Hurricane Isaias

The Bahamas Ministry of Tourism & Aviation continues to track the progress of Hurricane Isaias, a Category 1 hurricane. Hurricane warnings have been discontinued for the Central and Southeast Bahamas, however, a hurricane warning remains in effect for the Northwest islands. This includes Andros, New Providence, Eleuthera, Abaco, Grand Bahama, Bimini and The Berry Islands.

Hurricane Isaias has slowed slightly and continues to move toward the northwest at about 12 miles per hour. On the forecast track, the center of the storm will move through the vicinity of Fresh Creek, Andros this morning and continue to move near or over the rest of

Northwestern Bahamas later today

Maximum sustained winds are near 85 miles per hour with higher gusts and hurricane-force winds extending outward up to the 35 miles.  Strong tropical storm to hurricane-force conditions will be felt in Andros, The Berry Islands and New Providence through this afternoon, while islands including Eleuthera, Abaco and Grand Bahama are now experiencing tropical storm force winds.

Lynden Pindling International Airport (LPIA) in Nassau remains closed until further notice. Hotels throughout the islands have activated hurricane preparedness plans, however, a number of hotels have remained closed due to COVID-19 precautions. Residents are being asked to complete all preparations to mitigate damages and are strongly advised to remain indoors. Any visitors with upcoming travel plans are advised to check directly with airlines and hotels regarding possible impacts on travel.

The Bahamas is an archipelago with more than 700 islands and cays, spread over 100,000 square miles; there could be a tropical storm or hurricane warning for parts of the country while other parts remain unaffected.

Bahamas Tourism Readies to Open for Phase 2 of July 1 Reopening

The Bahamas Ministry of Tourism & Aviation is preparing for Phase 2 of the Tourism Readiness and Recovery Plan, which will begin on Wednesday, July 1 and allow for the resumption of international travel to The Bahamas, with the exception of visitors from China, Iran, Italy and France.

Policies and Procedures for all travellers visiting The Bahamas beginning July 1 are as follows. Plans continue to evolve in response to COVID-19 trends, and so additional guidance will be communicated as details are available.

  • Due to the recent increase of COVID-19 cases in the U.S., and in an abundance of caution for the health and safety of both travellers and residents, all incoming visitors must present a COVID-19 RT-PCR Negative (Swab) Test upon arrival. Results must be no more than ten (10) days old.
    • Select individuals will be exempt from testing, which includes children under the age of two, private pilots who do not deplane, and Bahamian citizens, residents and homeowners returning from English speaking CARICOM countries.
  • All travellers will be required to complete an electronic Health Visa. Additional information is forthcoming.
  • No quarantine will be required upon arrival, however, travellers who show symptoms of COVID-19 may be transferred to an area away from other passengers for further testing and evaluation.
  • All inter-island travellers must complete an electronic Domestic Travel form at travel.gov.bs prior to departure and for any inter-island travel within The Bahamas. An automated response will be provided upon completion. All travellers must have their confirmation on hand upon arrival to their destination. This is a crucial step for contact tracing purposes.
  • At airports and seaports, healthcare personnel will conduct temperature screenings for all incoming visitors. Travellers will be required to wear a face mask in any situation where it is necessary to enforce physical distancing guidelines, such as when entering and transiting air and sea terminals, while navigating security and customs screenings, and at baggage claim.

As part of Phase 2, hotels and vacation rentals, including Airbnb and HomeAway will open to guests. Domestic and International airlines are permitted to resume service, and many are beginning to announce plans for their return to The Bahamas:

  • Delta Airlines will be resuming its twice daily Atlanta to Nassau service July 2
  • United Airlines announced its daily Houston to Nassau service will resume July 6 and the Saturday-only Denver to Nassau service will resume July 11.
  • American Airlines will resume flights to Nassau and Exuma on July 7.
  • Air Canada is scheduled to resume flights from Toronto to Nassau on July 3, 2020

Additional airlift resumptions are expected to be announced in the coming weeks. Travellers should check with airlines directly for details on recommencement of service and any protocols for travel.

This July 1 tourism re-entry builds on and supports existing government rules and regulations, which already allows for the resumption of travel for international boaters, yachters and those traveling on private aviation as well as inter-island domestic travel for Bahamian citizens and residents.

Once on island, travellers should expect to follow The Bahamas’ “Healthy Traveler Campaign” that encourages both visitors and residents to continue practicing social distancing measures, regularly wash hands or use hand sanitizers, and pack appropriate PPE such as face masks, just as they would their swimsuits and sunscreen.

A Certification Agency has been established – representing a collaboration between the Ministry of Tourism, Ministry of Health, and other regulatory agencies – to enforce a Clean & Pristine certification program across the islands. All tourism related, customer-facing entities in The Bahamas must verify they have in place and are adhering to the Government approved health and safety guidelines to receive Clean & Pristine certification. Adequate signage outlining policies will be clearly displayed at all locations helping to guide staff and visitors. Travellers are encouraged to visit direct business websites prior to booking or traveling to ensure they are aware and comfortable with the policies they will need to abide by. Reopening of borders will continue to be monitored and guided by The Bahamas government and health officials. Reopening dates are subject to change based on COVID-19 trends, if there is a deterioration in improvement or if government and health organizations deem these phases unsafe for residents or visitors.

Bahamas Ministry of Tourism & Aviation Prepares for Phase 1 Reopening June 15

The Bahamas Ministry of Tourism & Aviation has announced the destination will begin Phase 1 of the Tourism Readiness and Recovery Plan on Monday, June 15, which welcomes international boaters, yachters and private aviation back to Bahamian shores, across all The Islands Of The Bahamas. 

During Phase 1, hotels will also reopen for staff to return to work and put in place all the measures required to ensure they are ready to welcome guests at the onset of Phase 2.  Commercial airlines will also be allowed to bring in Bahamian citizens, legal residents, homeowners qualifying for economic permanent residency, or the immediate family members or significant others of any of these groups. It is anticipated that during this period of time there will be a reduced flight schedule as airlines begin adding The Bahamas to their schedules once again.

This is the first part of the strategic, phased reopening approach for the tourism sector that ensures critical health and safety protocols are being adhered to, and that the Health sector remains well equipped and ready to respond as necessary. The plan was constructed by The Bahamas Tourism Readiness and Recovery Committee, a group comprised of public and private sector partners. Allowing Phase 1 access to these smaller, special interest groups will allow a more controlled segment to test the country’s new measures. The second phase will commence on July 1 with the resumption of international commercial travel. 

Guidelines, Policies and Procedures for International boaters, yachters and private aviation visiting The Bahamas between June 15 – June 30 are, as follows: 

  • A COVID-19 RT-PCR Negative (Swab) Test is required and must be presented upon arrival. Results must be no more than ten (10) days old. o Children under the age of two are not required to take a test. o Private pilots who do not deplane are not required to take a test.
  • All travelers – both domestic and international – are required to complete an Electronic Health Declaration Form at travel.gov.bs prior to departure and for any inter-island travel within The Bahamas. An automated response will be provided upon completion, and it is essential that travellers present proof of confirmation upon arrival in their destination This is an important step for contact tracing purposes.
  • No quarantine will be required upon arrival (if all steps are met).
  • Failure to comply with the test requirements and heath form submission will result in denied entry.
  • Boaters must inform marina at least 48 hours prior to vessel’s arrival.

This June 15 tourism re-entry builds on and supports existing government rules and regulations, which already allow for inter-island domestic travel for Bahamian citizens and residents. 

Per the direction of the Bahamas Ministry of Health, Bahamian Citizens, Residents and Homeowners Returning from CARICOM countries are not required to present a COVID-19 RTPCR Negative (Swab) Test upon arrival. However, they remain subject to other public health measures.
