NCLGS, Spectrum Gaming Group Collecting Information On Key State Gaming Legislative Issues

CLEVELAND, Feb. 22, 2018 /PRNewswire/ — The National Council of Legislators from Gaming States (NCLGS) and its executive director, Spectrum Gaming Group, are developing a repository of gaming-legislation information and issues designed to be shared with and discussed among member states to promote best practices.

Spectrum will be collecting information from NCLGS member states in the rapidly emerging fields of sports betting and online gaming, as well as casino expansion. NCLGS will then share this information with member states, and organize an online meeting this spring among legislators and regulators to discuss issues of common concern.

“NCLGS is committed to making sure that legislators, tribal councils, lottery commissions and regulators are communicating effectively to address issues, and to share concerns and ideas,” said incoming NCLGS President William P. Coley II, a Senator from Ohio.

Among the information requested from legislators and gaming regulators are:

  • Sports Betting
    • Distribution channel: land-based, online or omni-channel
    • Definition of “gray” or “black” markets
    • Excluded, if any, sports or leagues
    • Cross-border transactions with other legal sports betting states
    • Entities that would be eligible to operate sports betting
    • Involvement of major sports leagues
    • Tax scheme
    • Responsible-gaming requirements/policy
  • Online Gaming
    • Entities that would eligible to operate online gaming: lotteries, land-based operators, third parties?
    • Liquidity pooling with other legal online gaming states
    • Use of skins
    • Gaming tax rates between land-based and online
    • Anti-money-laundering and Know Your Customer requirements
    • Privacy and personally identifiable information
    • Geolocation requirements, goals
    • Responsible-gaming requirements/policy
  • Casinos/Racinos
    • Tax treatment of promotional slot credits
    • Potential adjustments in gaming-tax rates
    • Authorization of additional casino locations
    • Issues regarding treatment of commercial and tribal casinos in the same state

The insights gleaned from this effort will serve as an important topic for discussion at the NCLGS Summer Meeting to be held July 13-15 in Cleveland.
